Georgetown, Guyana – (January 28, 2017) His Excellency, Brigadier David Granger, MSS, President of the Cooperative Republic of Guyana extends heartfelt condolences on the passing of Ambassador Noel Sinclair, one of Guyana’s longest serving diplomats.
According to the Ministry of Foreign Affairs, soon after joining the newly established Ministry of External Affairs, Ambassador Sinclair quickly became a Third Secretary in Guyana’s Embassy in Caracas, a Second Secretary at Guyana’s Embassy in Washington from 1969 to 1972, First Secretary in the country’s High Commission in Lusaka, Zambia from 1976 to 1979 and finally Permanent Representative to the United Nations (UN) in 1979. Ambassador Sinclair was eventually appointed Director General and in that role demonstrated strong administrative skills and deep knowledge of the role of Guyana’s Foreign Service. He was later named Deputy Permanent Secretary of the Latin American and Caribbean Economic System (SELA).
Ambassador Sinclair served Guyana and the Region with distinction and is remembered as a diplomat, who brought wide knowledge and a calm and reasoned approach in the execution of his duties.
His Excellency President David Granger extends condolences to the relatives and friends of Ambassador Noel Sinclair, especially his wife, children and his brothers and sisters.
