His Excellency President Dr Irfaan Ali said that his Government is working on developing a digital platform that will transform the everyday lives of Guyanese andrevolutionise Government services while making systems more efficient. 

The new digital era, he explained, is grounded in innovation, inclusion and efficiency. Digital Guyana represents the commitment to building a modern state where technology makes public services faster, more accessible and more responsive. Anchored by the national e-identification system, this initiative aims to position Guyana as a digital leader in the region and a better place to live, work and raise families.

The objective is to improve life for all Guyanese, streamline public systems and eliminate bureaucracy, thereby creating a stable, robust and service-oriented structure. The platform will utilise a unified access point—via a website and mobile applications—allowing citizens to apply for passports, birth certificates, driver’s licences, and national identification cards. Additionally, it will provide access to health and education records, enable tax filing, facilitate business registration, housing applications, and bill payments.

A major innovation within this initiative is AskGov, Guyana’s official AI assistant for Government services. AskGov will be available around the clock to answer queries and help with tasks such as renewing licences, checking application statuses and requesting official documents. Powered by generative AI, AskGov will be capable of resolving issues without human intervention.

In education, students and teachers will benefit from AI through personalised learning and interactive curricula, even in the most remote regions of the country. The health sector will also see advances, with AI supporting disease diagnosis and tracking.

Citizens across Guyana, from Berbice to Bartica to Black Bush, will have access to real-time intelligent support for everyday services.

The platform will also host an integrated Geographic Information System (GIS), designed to map and monitor national infrastructure in real time. This will include 3D models of physical assets such as roads, bridges, kokers, drainage systems, underground conduits, utility poles and hydrants. The GIS will provide a unified data layer for public and private sector use, enhancing planning, emergency response, and utility coordination. The approach will help eliminate traditional inefficiencies—such as physical excavation to locate pipelines—thus improving safety and comfort for citizens.

The system will be developed through public-private collaboration and serve as the backbone of infrastructure management. By integrating smart city technologies with physical infrastructure, it will offer support to communities nationwide.

Cybersecurity and data protection will be a critical priority. The Government will implement global best practices in data encryption and secure cloud hosting, ensuring that AI technology is used responsibly and transparently. These measures will contribute to safer communities through smart technologies and support expanded initiatives for urban safety and environmental monitoring.

AI-driven surveillance will improve crime detection and emergency response, while smart traffic systems will ease congestion and boost road safety. Environmental sensors will monitor noise, air quality and illegal dumping. Enhanced data sharing between law enforcement agencies will support faster and more coordinated responses, promoting cleaner and more liveable communities.

The National Data Management Authority will oversee a secure API gateway to integrate Digital Guyana with the financial sector, credit bureaus, FinTech providers and the wider private sector.

The President also noted that plans are in place to develop digital infrastructure capable of hosting services for other regions, leveraging Guyana’s resilience against certain natural disasters.

“Digital Guyana is our road map to a better future within reach, and within five years, under the PPP/C, Guyana will become a regional leader in digital transformation and a digital nation for everyone. This is key and critical for our development. This is key and critical for our competitiveness and this work, as I said, has already started. That is why we have to go forward together for a better Guyana.”
