Georgetown, Guyana – (February 20, 2019) Director of the Ministry of the Presidency’s Department of Energy, Dr. Mark Bynoe, today, encouraged 40 cadets of the Bertram Collins College of the Public Service (BCCPS) to maintain their career goals while ensuring they are sufficiently qualified for the transformation which is on the horizon as a result of the oil and gas sector. Dr. Bynoe made these remarks at a guest lecture hosted at the BCCPS campus at Ogle, East Coast Demerara.
“You don’t have to go chasing after oil and gas to benefit therefrom. You can work at GRA [Guyana Revenue Authority] or be an accountant…be the best in your field and as things begin to develop, demands for your profession will increase. You have to be able to plan beyond just what you are seeing today. You have the future in your hands and it is up to you to determine where Guyana will go. When resident Guyanese are planning on leaving, foreigners are coming home,” Dr. Bynoe said.
The Director of Energy explained that the transformation from the oil and gas sector will require a range of competencies beyond those specific to the sector and as such it is imperative that this change is supported by an efficient public service.
“There will be more demand on our service sector and as a result we have to put more emphasis on service. Guyana will be open to more tourists and you will be the face of our land,” he told the cadets, adding that they must endeavour to serve with integrity.
Meanwhile, Executive Director of the BCCPS, Mr. Randolph Leitch explained that guest lectures on public affairs are a regular feature of the College’s curriculum as it is important that cadets become well-rounded public servants who are aware of the developments in the various sectors. The BCCPS aims to “provide appropriate learning experiences for all members of the Public Service in order for them to perform duties professionally”.
The College, which is the brainchild President David Granger, was named after an exemplary Guyanese public servant, Dr. Bertram Collins, who was an international scholar and writer in the field of public administration.
