FAMILY LEGISLATION: THE CHILD
Cabinet is considering the Family Bill broken down for convenience into the five separate pieces of Legislation:-
Protection of the Children Bill
Status of the Children Bill
Adoption of the Children Bill
Child Care and Development Services Bill
Custody, Access, Guardianship and Maintenance Bill.
The Legislation provided for modernisation of the Laws with regards to Guyana’s specifics, best practices and convention.
It is intended that the Bill would be provided to the Parliamentary Opposition with a proposal to have even pre-parliamentary consideration of their contents.
In that regards, the five (5) separate Bills will be shared with the Parliamentary Opposition along with the abovementioned proposal.
It is intended that the Bills will be tabled in the post recess session of Parliament.
CONVENTION ON THE PROTECTION OF THE RIGHTS OF MIGRANTS WORKERS AND THEIR FAMILIES
Cabinet considered the submission on the International Convention on the Protection of the Rights of all Migrants Workers and members of their families.
The Convention entered into force on July 2003 and offers fundamentally protection of the Welfare of Migrant Workers and their Families in countries other than those to which they are citizens.
The following citizens are to be protected:-
Seafareres on vessels other than their state own;
Migrant workers;
Self employed
Special Project Workers
Accession to the Convention imposes obligations on Guyana to:-
Establish policies on migrants;
Exchange information;
Provision of assistance to Workers and their families;
Monitoring implementation via submission of Compliance Reports.
Cabinet reviewed the context in which Guyana is considering accession including its own responsibilities as a State party to the Convention and equally important, and its obligations to the large and growing Guyanese population working overseas.
In that context, Cabinet agreed and Guyana will become a signatory to the International Convention during the UN General Assembly in September 2005.
DURBAN PARK DEVELOPMENT
The Central Housing and Planning Authority continued its implementation of the plan to develop the two areas Durban Park and the Seawall.
Tenders were solicited for the development work for the Durban Park project.
That work included eighteen (18) acres of rehabilitation and land preparation.
Cabinet favourable consideration of the award would see $45 M GYD from the Lottery Fund being used to finance that development.
